Composition:
The APA’s composition is mandated by nothing. The APA has no governing authority over Home Poker Leagues (HPL). HPL’s manage each league in accordance with its respective by-laws and any directors it may have to oversee its individual HPL.
The APA holds no assets and has no fees. It is simply an organizing activity.
The APA’s founding directors were from Cedar Creek, Cedar Park and South Austin. Only one remains active (Cedar Park)
Current APA Directors are one Director from each affilliated league.

Vision:
Expand the APA within the greater Austin Area to connect all legal home poker games/leagues and players. Within that goal, we are attempting to organize other Regional HPL’s within Texas. A great example would be the following:
APA is regionalized with its adjoining counties as participants.
HPA (Houston Poker Alliance) is organized at a manageable level
DPA (Dallas Poker Alliance) is organized at a manageable level
FWPA (Fort Worth Poker Alliance) is organized at a manageable level
All of these leagues would fall under the Texas Poker Alliance (TPA). The TPA would organize and coordinate a Texas Series of Poker event annually (TXSOP) that would culminate with a serious cash payout. All of this would be done under current Texas Home Gaming Statutes.
APA (DRAFT) By-Laws
BY-Laws & General Guidance
1. History: The Austin Poker Alliance was formed in April 2008 between 3 greater Austin area home league directors (Travis, Williamson & Bastrop Counties) with the intent of offering inter-league competition and providing an avenue by which members can acquire the financial means to seat at a WSOP or WPT major event.
2. Applicability: The policies outlined in this publication are applicable to any/all leagues that elect to participate in events that are sponsored by the APA.
3. Purpose: To provide consistent overall guidance for poker play within the leagues that elect to participate. Outlining, governing, authorizing, and producing rules within the APA, at events that the APA sponsors.
4. References: Roberts Rules of Poker (RRP). Individual League By-Laws for individual league play.
5. Responsibility: It is the responsibility of the APA’s officers and members of individual leagues, not limited to the league directors of league officers, to ensure that all policies of the APA are adhered to. The Texas statutes on home poker play are to be followed. Any deviation or failure to comply with the statute, or its intent, is grounds for removal from the APA. It is the responsibility of the APA officers to visit leagues occasionally. Visitations to leagues may be announced or un-announced to ensure that the league is in compliance with the policies of the APA and Texas statutes.
6. Organization: The APA will consist of one representative form each league that elects to ally itself with the APA. The preference is that the Leagues representatives are members of the individual league that have the ability to speak on behalf and make decisions for the league they represent.
7. Models: In general, league designs are unique. The APA does not support any particular model design (format, make-up). The intent of the APA is to ensure that the best players advance to any sponsored APA event. Additionally, the APA attempts to admit a varying array of league structures in order to allow the members of the alliance consistent play -having different structures- over multiple days in a week.
8. APA Events: The APA will sponsor no less than 2 events in any given Playing Year (PY). In accordance with para 3, the APA board of directors with have sovereign authority to schedule, develop, design and manage any event scheduled by the APA. The board will take into consideration the by-laws and schedules of each league that is in the alliance prior to the scheduling of any APA sponsored event.
a. Eligibility: Entrance into APA events is limited to members of leagues that have joined the alliance. APA event seats dispensed by a satellite are non-transferable to other members or non-members. Although the APA has no authority over individual league satellites to APA events, the APA discourages -but does not prohibit- the transfer of seats to other players.
b. Accounting: In order to qualify into a APA event a league must have an open points accounting system. Only the best are admitted into APA events and the APA must have the ability to confirm the quality of an individual player.
c. Substance use: Use of illegal substances at an APA event is strictly prohibited.
d. Conduct: Distracting and/or un-professional actions are discouraged during APA events. RRP will be followed when such conduct is evident at sponsored events and board meetings.

Disciplinary Actions: The APA board of directors has sole authority in sanctioning any league that is not in compliance with the By-Laws of the APA or Texas Gaming statuettes. Rescinding of any imposed sanctions must garner a 2/3 majority vote of all league representatives to the APA board. The APA discourages any member of a league within the Alliance from participating in any play that violates the APA by-Laws or the Texas Statute on gaming. Additionally, the APA does not encourage or condone any player that elects to play in illegal gaming. A player that gambles in any form that is in violation of the Texas gaming/gambling statutes, does not represent the APA in any manner nor should that player state that he/she is affiliated with the APA or any league allied with the APA in any manner.
